While this isn't a Madcap-related solution, you could have just about any freelance translator do that task.
Most general translation applications (such as SDL Trados) include flexible alignment tools. You could break your XLS into 2 .doc or .txt files and then run those through the alignment tool.

Sometimes this is not a handy option, particularly if the complete document is gigantic. You could tag each section with a separate condition and then make target files to include one or several sections, and exclude others.
