Hey, we've run into an issue where some of our SMEs laptops will change the extension on review packages from .fltrev to .html or .zip. I haven't nailed down why or what the common factor is either than it seems to happen on newer laptops.
Has anyone else run into this?

well... obviously your systems are clever enough ... to recognize, that these fltrev are nothing else then renamed zip-Containers with having html etc. inside. Just check it.
Doesn't flare allow to import zip-files wich are fltrev-structured?
What about bulk-renaming via Script (eg. powershell) before importing as fast solution?
But... unfortunately i don't have any idea what is causing the exchanging the file-extension. Sorry!
