CSH call from C++ # = %23

CSH call from C++ # = %23
My client is having problems with calling CSH using the URL method in a C++ program. He says "I haven’t been making any progress because the Shellexecute in C++ when opened in chrome or any browser keeps converting the ‘#’ anchor string with the CSHID to a ‘%23’." I don't have a way to duplicate his actions, but this sounds like something pretty simple is being missed. Can anyone enlighten me?
