is it possible to import and export translation memeory in Lingo?
I have files that have previously been translated and have associated TMX files. I would like to import my existing TMX files into Lingo.
I don't have Across installed.

Flare doesn't use TMX, You can Use SQL express to track your file or across to help with the translation.

It is great that TMX can now be imported into Lingo. However, it seems a bit of a black box. I would like to specifiy which TMX to use with which file. It seems that Lingo is uploading all my TMXs into one large database. In the interest of speed (looking for matches) and accuary it would be beneficial to link specific TMXs to specific projects.

Are you refering to Project? or to a specific topic in a project?I would like to specifiy which TMX to use with which file

How about creating a new Lingo TM database for each project then? Then import the appropriate TMX for each instance of the database.
If you submit your bug feedback request here, the more likely it'll get fixed or included in a future release

In MadCap Lingo V 1.2 you are now able to create a new TM database for each project. From the menu toolbar click Translate> Import TMX…
Notice the Import TMX file dialog has a TM database picker that you can associate with your TMX file
