If you create an HTML5 target it will cause Flare 7 to choke on the project.

Update:
I tried the HTML5 output an it finished with errors, all related to Mimic movies with long names/paths.
After fixing the errors I can publish the project as HTML5, but regular webhelp still dies in the same place.
Madcap support here I come.

One of my projects builds just fine, the other one has suffered multiple failures when trying to build with Flare 8. I continue to have this problem intermittently and have been unable to find a workaround other than restarting IE. Just thought I'd bring the topic back to life and see if anyone has discovered any other hacks.

For me it forces a reload of the whole frameset. I do remember having problems with browsers that were already running on a cached copy after I added the code. After re-starting the browser it reloads the whole frameset every 5 minutes.

As a test I inserted characters from the Insert>Character menu. Here is what it looks like side by side with the preview window:
