Madcap support has confirmed that this is a bug. I am noticing a similar issue with other elements nested inside list items but that is a little easier to deal with.

The best workaround I can suggest to anyone on the tables is to put them in a snippet. The snippet will segment out correctly.

Not all classes that exist in the default style sheets appear in the style sheet editor. Inspect the output as suggested here and make sure you are using the same class name in your style sheet so that it overrides the defaults.
