Got it! For anyone who is interested or who may have this issue stemming from an imported project -- there were two copies of a particular topic in the File list (with separate names). Only one was in the table of contents. Once I marked one as not searchable and not for print or web, the TOC stays ...

Keep Master TOC displayed?
I have only one TOC in my current help file. I click open Master TOC. No matter what I try: pinning it to the left or right, floating it on another monitor or hiding it... as soon as a double-click a topic, the TOC closes. I have tried locking my workspace and a few other things.

I tried these methods. But, it would not let me save a change to the source folder even though I have Admin rights on this computer. But, I was able to fake it. It would let me copy the file to the source file ...
