Yes I filed the bug and Support added my case to the number mentioned above in the thread.

They also advised to build with 2017 r3. I did so and the call-outs went back to normal in the output. So all is OK for now.

It works.

Pointed a browser running on a Windows 10 system with the German lang. pack installed at my test site and sure enough, my TopNav help loaded the German version straight off.

Uwe, I think you are on to something.

In my Region and Language dialog, Keyboards and Languages tab, there is no Display language section. The MS help states that this means no LIP has been installed.

They will say "We are creating a support ticket on your behalf." That's what they do.

Late last week I had Flare totally freeze and had to kill the process.

Turns out I am running .NET framework 4.5.
