The following solution worked for me:
1. Open Windows Explorer.
2. Navigate to the Inbox folder for the project : Project folder > Users folder > (User Name) folder > Inbox folder
3. Delete all the files in the Inbox folder
4. In Flare, reimport review package.

I have encountered the same issue since I 'upgraded' to Capture 7, and have not yet found a workaround.
There was no minimum limit on Capture 6, so I do not know if this change for Capture 7 was purposeful or a byproduct of another change. I would not expect for there to be padding or other styles ...
