We use PDF outputs for our internal review process, which is why we have a lot of partial PDF builds where many topics that would be in the general web-based publication are not included. This works fine in our primary language (German), but causes some problems with the secondary language (English)...

As @arthurdent stated above, the bookmark bug affected only bookmarks in tables (and probably only those in tripane outputs).
The bug has been fixed with build 7081 which means I'll start using Flare 2019 now

Just like Adobe, Madcap adds a few little features to justify a new version number, while not attending to long-standing fundamental bugs. Yes, thank you for your help with this complicated issue, that's what we ended up doing. Well, that's a bug- did MadCap acknowledge it's a bug? If it inserts headings for unlinked TOC items, it shouldn't just insert h2, h3, h4, etc - it should insert headings using the styles that's you've set using mc-heading-level . The unwanted headings are mostly H2 or H3 and I created a style class .NoTocPrintClass and searched 'n replaced the heck out of my project.
