I think the reason may be that the condition is applied to your topic located in the TOC rather than to the topic itself. If the condition is applied to the topic (as opposed to the topic's listing in the TOC), the condition tag would be seen in the Content Explorer. Since you've conditioned the TOC...

The way we do it is to have an email template with the information that I want. I then 'save' the file to the local server and the users can go and get the file when they need it for review.

Just one thing to note is if you create an unlinked TOC book the headings below may appear twice (for online output). This is a bug in 9.1.2 (#36867) found by Tech Support when I contacted them about the issue. To avoid this, you need to link the book to the topic. I'm not sure if this has been fixe...

This isn't an exact answer to your question but may help in the interim. As far as I know there is no way to view any output exactly as it would appear in Flare because Flare compiles all elements together to do the previews and builds whereas all that information may not be available in Contributor...
