I was in fact trying to apply them to a target but I figured out what I missed thanks to your post.
When you highlight the target, then right-click to Properties, you get to conditions without include/exclude (this is how I was accessing the conditions).

Using the Chapter settings didn't seem to make sense, but for some reason, I had missed that "page number" section (I am new to this).
