Scratch that - reverse it. It worked great for three days, then the behavior reappeared. I think customer support will likely want me to reinstall .net next.

Well it appears I may have a solution. While doing a variety of troubleshooting steps here, I noticed that the drivers for my NVIDIA Quadro K4000 were out of date. After updating those drivers, the behavior has disappeared.

Odd that a video driver caused a behavior that was only present in Flare ...

When I finally got fed up with it, I searched the Wacom support boards and found that a driver had just been released in June, and now I'm running that driver with the exact same results.
