Worked with the MadCap Support team to resolve this issue. It was something on the backend of my system that was causing the issue, and it is now resolved.

My workaround for v9 had been to not edit the transparent image in Flare at all. I just resized the image outside of Flare to be the exact size I need, then imported it into Flare as usual. Editing transparent images in Flare doesn't affect the web-based outputs, just the printed ones. Guess this is ...

That's not right.
BTW, A favicon can be in the following formats: ICO, PNG, GIF, aniGIF, JPG, APNG, or SVG (compatibility varies with different browsers)
Due to browser caching, there should be many examples of favicon.ico images on your computer. Have a look at other examples? Can you see them ...
