Unable to create PulseWeb user

Hi. I'm trying to install Pulse Server on a local machine with IIS and SQL Express 2008 R2 running on the same machine. But the installation always stops with "Unable to create PulseWeb user". I already found article # GEN1001P, but this error only affects installations which should re-use...
