This issue has been fixed in Flare 2020 r3. I just installed it and it works like a charm

Yes that is the information I gave the developer. He is using the URL method. I am using Flare 9.1.2.

Thanks for your suggestion Nita. Unfortunately it sounds like I've done it right. The TOC synchronizes just fine if you view the help in a browser. The problem is when you view it in the app. That's why I'm wondering if there's something wrong with the way it's being called from the app.
