For what it's worth, the MadCap Central beta doesn't actually have any download, it's a web-based application. In the case of the trial for Flare 2016 r2, which connects to MadCap Central, I didn't have any issues obtaining the trial version and was able to get it up and running pretty quickly.

So I'd put each heading in twice, one conditioned for print, the other for online. Would it not be a lot easier to just build the target and check the build log? The build log will report any links to topics that have been excluded by conditions. You could also apply a conditional tag to the version number so that it can be excluded for certain outputs. Like, maybe a "unversioned" tag that excludes version numbers throughout a system.

It's not a perfect solution, but since concepts are driven by topics, you could probably just create a holding topic that contains every concept you want to share. Then, you could share that topic with other projects to push the general list of concepts around. And you could omit that holding topic ...
