I can answer my own question! I discovered the relevant setting in the 'HTML5-Top Nav' skin: Styles tab > Top Navigation > Top Navigation Menu > 1st Level > Background.

I swear I had already checked there previously but obviously not. Doh!

I'm editing a HTML5 tripane skin in Flare 2017 r3. I know how to control the width of the navigation panel for Web output (i.e. on the skin's Setup tab) but I can't find a similar setting for Tablet view.

When I view my output in a browser, resize the screen so the output behaves ...
