Thanks. I tried a different target (that works) and simply changed the TOC, and that had the same error...
I've managed to open a ticket, using an earlier version of Flare.

The problem seems to have disappeared: I've got the build window back.
Since, I've installed the latest patch (2017-11-07:09:09) - maybe that is related (or is it just random?)

The only difference between the 2 outputs in the attached images seems to be that one was published using Flare 12 and the other with Flare 2017. Someone suggested maybe flare 2017 can't read inline styles, might that be true?

I did that and I do get a context-sensitive menu.
But I get the list of chapters from each doc directly at the top level of the TOC, instead of the list User guide - Configuration guide - etc
