I'd like to be able to control how my print TOC breaks if it flows across multiple pages. Specifically, I would like each TOC1 and its associated TOC2s to stay together. In other words, if a TOC looks like this:

Dog
poodle
collie
dachshund
Not Dog
cat
dish
curtain
