I have previously submitted a feature request to enhance the Insert Snippet user interface to let you insert a topic file as a snippet. Evidently nothing has come of it so far.

There is now a setting to convert quotes to smart quotes as you type. Not sure when it was added.
Select File - Options, then on the XML Editor tab, tick Replace straight quotes with smart quotes.

Many thanks Paulie. I had actually tried that and was convinced it didn't work because a) I could no longer see in the text editor and b) when I previewed the topic as PDF the text didn't break. But following your advice I tried again and built a full PDF document, and the text wrapped fine.
