I appreciate your response! So far it seems there is no solution, but it's nice to know that someone else has tried doing this. I will probably resort to giving our SMEs the same instructions!

Based on your suggestions, I figured out it had something to do with the height of the frame in the header. I just had to make the frame height big enough. Sometimes the simplest things...
