Just want to add a few more bits of context after talking with my developer. The developer indicates that this cannot be done (new instance of the browser) for web-based applications due to security reasons...not even if we used the "URL method" in that help topic.

Just a correction to this - MadCap let me know today that support for TFS 2015 *is* in the next release of D2H. They say it will be this week.
