Thanks Subquark. I have been contemplating the work-arounds, such as snippets. Also playing with hyperlinks that open as popups, which is proving sub-optimal.

I just worked with my company's IT and we looked at Java, Silverlight, and Flash, since those things were recently updated. Silverlight was corrupt but that didn't fix it. And I answered my own question. I found one more article in the online help. Talked about setting mc-heading-level. I didn't see that one, until I toggled alphabetical order for the properties. h4 was set to 4 by default. I changed it to heading level 3. THEN in indented. Why? No idea. But that work...

I had renamed the working directory with my test files with a #. It wasn't the FM file, it was the windows directory!

If it were me, I'd import the files (lowest level), then recreate the books using different TOCs, and possibly different targets.
