It's a good guess (that the links were likely pointing outside of the Flare project), but was hard to tell that by looking at the Flare markup (and Analyzer report). After a good deal of searching, it turns out that these "broken-import" links were occurred during import because the paths ...

Thanks - I did try try to record a macro as a workaround when troubleshooting - with no success. It seems that Flare's right-click menu (the only spot where I can seem to access the Paste Before/After commands) is disabled when recording a macro. I have the same issue as Daniel.
Is this a stylesheet change to mc-page-number-start-value?
Nb, in my case:
  • the page number (in decimal format) restarts with each {chapnum}.
  • the document frontmatter, including the TOC pages itself use roman numbering.
