Thank you, ChoccieMuffin. The answer was right there. The offenders were MadCap relationshipsHeading and relationshipsItem. The former was set to 14 pts and the latter to 12 pts. But the body text was set to 10 pts., hence the crazy mismatch. The Forum comes through again!

Sorry, MadCap help tells you how to do this. The option is on the Advanced tab of the HTML target.

To answer your question, yes, I do want to remove that submenu. It's extraneous, and I'm going to opine that it is the reason the output top nav help file (when zipped) has leaped from 11,000 KB to 60,000 KB! Which is unmanageable by my development team, of course.

Yes, I'm using the Import Wizard, and I agree: it should be working. I'm using Word 2013 and Flare 2017 r2. No reason I should be getting the lousy message, which in a bogus manner puts the blame on Word. Would you suggest getting in touch with Support?
