Sorry to bump an old post, but I am also having this issue. I need to put links to specific topics in a page layout and have been coming up with the same error as OP. I've tried both links and x-refs to no avail.
Anyone find a workaround or a solution yet?

Check if you have any additional link classes in your stylesheet, such as a.active, that are inferring.

Thanks for the response. I actually spent some time last night digging through the TOC and Target editor options and found something that works. I was able to make them appear as second-level headings by going into my Target -> Advanced tab, and checking the "Use TOC depth for heading levels&qu...

TOC depth for stitched PDFs
Is there a way to change the TOC depth of stitched PDFs?
I've added some PDFs to my TOC, and they are showing up as a first level heading in my TOC. I want them to be a second level heading, or even mc-heading-level: 0. Just definitely not first level. Is this possible?
