Update - MadCap have submitted a bug report for this issue (#90918). The recommended workaround is to use the madcap|tocProxy style to set line-height.

I tried the <body> class at first, and it worked great in the editor, but had very mixed results in the output - as Dave Lee suggests, seems like the body classes didn't make it to the PDF. The different locales are on a topic by topic basis, rather than paragraphs within a topic.
But the alternative we have thought of is to include a "note box" in a div at the top of each topic to say - this content is only applicable to X readers.
