If you are building PDFs, it is usually Acrobat that causes the issue. Its underlying processes hold a PDF open even after you have closed it in Acrobat. To test this (in Windows 10):

I find it very irritating that Flare adds more bloat to the Documents folder - two extra folders - just to hold a couple of tiny settings files. MadCap, please consider putting these files somewhere else, like in the Apps > Roaming folder, where Flare already holds other settings.

Using Resource Monitor, as helpfully described by Pamb10, proved what I have suspected for a very long time. It is Acrobat that holds files open, even when you have supposedly closed them.
