I'd look in your stylesheet. I assume that the auto-number format for your figure title selector has beed defined in the medium you're using for PDF instead of in the default medium. I am having an issue with this. It worked perfectly with 2018R2 and I think 2019, however when I publish in 2019R2, the arrow no longer works.
