For me, the fix was to remove the period (.) from the folder name. HTML5 and PDF didn't care about that, but the CHM didn't build until I removed the period.

I found numerous "fixes" for this issue, but none of them worked for me. The project was in a subfolder with a period in the folder name, to keep the subfolder at the top of the parent folder. MadCap Support responded to my email and provided the following fix, which worked:
1. Close Flare
2. Browse to the folder with your Flare project using Windows Explorer
3. Delete the Analyzer and Output folder (or move the Output folder to a different location if you do not want to lose any ...

The way I got around that error message was to enable XML:
In Word, click File > Options > Trust Center > Trust Center Settings > File Block Settings, then clear the check boxes for "Word 2003 and Plain XML documents."
