The Plugin API documentation says
"Currently, the Flare API framework only supports libraries targeted to .NET Framework 4.0."
As far as I can see, .NET 4.0 isn't supported by Microsoft any more ... does it really mean 4.0, or actually 4.x, which would make it possible to target 4.8?

Fetching remote branches from git
It seems that the Madcap source control extension for git has no way of fetching new branches created in the remote git repo. When a new branch is created on the remote (or pushed to the remote by another user), it does not appear in the Madcap list of branches, and there is no way of fetching it ...
