Make sure you're excluding the appropriate condition tags from the right target too. Sometimes I forget that step or do it in the wrong target.

This would be an Adobe issue, not a Flare issue. However, i think the way you are doing it (each page) is the only way. It could just be that Word doesn't support the background color in header frames, especially since Word doesn't support image or decoration frames.

are you working on a local copy of your files or through a network? local is faster, by the way, especially once you get a lot of topics.
i had a problem years ago with the 'failure/shout down' issue when i was copying and pasting tables into flare, but i think that issue was fixed.

Is your decoration frame big enough to fit your text? also, if there is an arrow connecting the two frames, the text will overflow from the first to the second. do you want them to be connected like that? maybe there isn't enough text in the first frame to overflow into the second, so nothing is sho...

Do you have a title layout in the CoverPDF page layout? maybe you set the TOC to reference Title when it actually should be First, or something like that. you should notice a difference when you're in another topic and click a link to move to a new topic and the TOC automatically opens where that new topic is. it shows the TOC highlight moving when you access links from places besides the TOC. another time that this feature would work - http://forums....

have you tried adjusting the magnification in the PDF? (sorry if someone already mentioned that) PDF docs are weird sometimes and magnifications significantly change fonts or line widths.

This is a Word problem because i get the same thing. I just make word docs for editing and make PDFs for final (because it works in PDF).

what font are you using? certain types of fonts may not be valid in pdfs.

Are you viewing them in internet explorer? it looks like they need Microsoft Silverlight (which i don't have).
