If it's not an option in the target settings then I don't think it's currently possible. I had a hard time finding out how to collapse the TOC from within Acrobat as it was. Are you talking about the bookmarks pane? If so, in the PDF target, somewhere there is an Advanced or Options button that you can click and set some parameters, such as showing the page only and not the bookmarks pane when the PDF is opened.

I might have missed the post on how to fix this, but my PDF TOC is expanded when generating directly to PDF. I do not want the TOC expanded on opeing the PDF, and I need to find a way for the TOC to be collapsed when the PDF opens.
