I've found a better work-around: Modifying the table style CSS to set the unwanted header, footer, or body sections to display: none. Again, PDF and HTML5 do fine without a table header row. This is necessary only if you also have a Word target (which requires both a header row and a body row).

You might want to try creating a snippet that contains both images. Within the snippet, you can set condition tags. Then, place the snippet in the page layout.

I would leave the bullets alone and use an auto-number control in a paragraph class for the snippet. That way, the snippet numbering is independent of other numbering. There may well be other ways to handle it.
