My colleague just noticed that double-clicking on the output (instead of using the View Output button) will display the help output correctly from the target UI, even in Chrome.
More convenient than editing the URL all the time.

Would be very interested about this as it has also started happening to our HTML5 help output in Chrome. The issue is exactly as described by the orginal poster but we are currently using Flare 2018 r2. Just to clarify, we can view the help output fine by opening Default.htm (in the output) locally....

In output/Skin/Images, I replaced the ToolbarBackground.jpg with my own background image (also called ToolbarBackground.jpg), so and checked if toolbar.htm would used image instead. It still shows the default ToolbarBackground.jpg.
Perhaps it's my image.
