I've got exact the same problem. I'm using apache svnserver 1.6.12 When I try to connect to http://svnserver/reposname, the following error occured in flare 7.0.1:
Could not connect to server:
http://svnserver/
'http://svnserver': 200 OK (http://svnserver)
With a browser I can connect to the server ...

I finally got it working. I've now the following checklist to make it work.
1. Fill in the caption field on the Skin -> basic tab
2. Select OS language in targets->Microsoft HTML Help
3. Select the skin with the correct caption field in Targets->Microsoft HTML help->Basic ...

Well,
My problem was that the output folder was not always the same, so I had a problem to automate the build procedure. To work around this problem I now copy the generated chm files that are in the ouput folder and subfolders.
