I've seen some "old" info about field-level help not being supported. Does MadCap Flare now support field-level help?

So if I use the Text Formatting toolbar, I'm NOT making changes locally? The term formatting scares me because I don't want to format. I want to tag. If I want to change the formatting of the tag, then I'd do so in the style sheet, right? Why don't I get it.

(Madcap Trial) Displays Characters Incorrectly
I'm using the trial version of Madcap Flare. I just created a sample project and topic, then generated the output. Madcap Flare substitutes letters/symbols with the wrong letters. See the attached screen shots. Am I doing something wrong?
