I installed the latest XAMPP with PHP 5.3.0 then checked out 1.2.0 into an empty folder and installed Zikula. I am using Windows 7. I was unable to replicate the issues at all - it installs ok and I get no locale messages. Can you do a fresh checkout and confirm - maybe there are some old files?
