So creating a class was part of the solution. The trick was actually getting down to the last line of the mc-auto-number-format Available Commands list and finding the "GH" for a global series. The problem with the chapter break is that you get a page break as well. Inserting the chapter break does indeed get the headings to number, but I don't want page breaks. I've tried all the options for Page Type including As Is and Default.

I am wondering if it is possible to insert a section break (or chapter, page layout, spring) without adding a page break.
We want our auto numbering headings to increment, but we don't always need or want a page break.

I actually see the same behavior I saw with my own WebHelp project (only frame borders appear) when I try to open the Madcap KB. However, when I add it as a Trusted Site, I can see everything.
Surprise! Looks like a Microsoft security/permissions issue.
Note: I am using 2k8 R2 64 ...
