If wonder if that was added as a way to address the problem with the TOC sync feature not working properly in HTML5 output in v8? Maybe so. I skimmed through the v9 new features and the bug fixes and didn't find anything that explained this change, but that sounds like it could have been the reason.

Flare 9 HTML5 and TocPath in page links

Similar to you, I also need Default_CSH.htm to remain in the deployment directory, because without it, the HTML5 build target breaks our existing CSH calls. So I'm looking for ways to work around that problem. Just set the Output File in the target to be Default_CSH ; then you'll just have one file...

A patch is available that fixes this issue for Flare v7.1.
