But I was just getting this same error message building a chm target.
I am building six separate chm targets, and was having trouble with just one of them for some reason.
Selecting Project > Clean Project seemed to have done the trick and the chm built successfully.

I found this forum as we were seeing some unexpected results using a global/gpl project in SVN. Still need to find a fool proof method for this process, however.. Hi MadCap,
I am sure you have been testing on Windows 10 / Edge, but I was wondering what the official statement is with regards to Flare support?
We have been bitten in the past with updates to IE which have caused issues for customers with WebHelp versions of our help.

Deleting the \Outputs and \Analyzer folders was suggested to me by MadCap support also. I was also told that using your Flare projects over a network drive, rather than your local PC, can contribute to this sort of behaviour. To follow up, copying the affected projects from the network drive to my PC has provided a work around that allowed me to compile.
Seems to be something to do with Flare not being about to process/delete the output folders before building.
