If anyone else is wondering why cross-references are not clickable in Word output: This is a feature and not a bug, only the {page} part is clickable, any other parts, e.g. {paranum}, {paratext} are never clickable
I got this information from MadCap Technical Support.

we tried to connect MC Flare to Subversion using the Push OK plug-in, which unfortunately did not work. The installation of Push OK worked more or less fine but it was not possible to bind the project to the plug-in. We gave up after some time.

Hi Bob,
I tried out your advice and it worked! The line <?xml version="1.0" encoding="utf-8"?> was missing in the WebHelp MasterPage.

I am working on a Flare project that was created with V3. We now upgraded to V5 and have several issues with the project. One of them is that I cannot open the WebHelp Master page in the internal XML editor. When double-clicking on it, I get the following error message:
