I use these steps:
1) Import your PM docs into InDesign
2) Export/save the InDesign as a PDF
3) Save the PDF as a Word file (you need Acrobat - not Acrobat Reader)
4) Clean up the Word file to the best of your ability (e.g. apply styles where there are none, Word can do that)
5) Import into Flare

The Stream integration is per design. Alas, since it leaves a whole bunch of people unable to use the Flare 10 integration of Perforce.
