I am still troubleshooting this error. I've been focusing on getting the stylesheet to apply, rather than the links.

The only thing I can think of right now is to verify that the files were updated on the server. Check that the skin folder has the current copies.
If you have the correct title when you check on your machine, then your settings are correct.

In your skin on the Styles tab > AccordionItem > TOC > General > Label. You can also change the font, etc.
If you want to change the font/size of your TOC entries, its on the styles tab under TocEntry.

I set the width of the background image wider than the default width of the help window. If my window is set at 800 px, then the image is 1000 px. I was able to do this for my webhelp in Flare 7.2.1 in a round-about way.
I created the header including my logo where I wanted it and inserted that on the styles tab > frame> toolbar>background image. Don't forget to set your height appropriately.

Our Tech Pubs group each has our own target based on our needs. The last target created became the primary and was a PDF.
When I changed the primary target to WebHelp, the newly-opened topics defaulted back to layout (web) and medium (default).
I thought it was that simple.
