I got an answer by email. You can set comments to appear immediately, after approval, or never (they just get routed to documentation or support or whoever).

Does Flare + Feedback allow you to moderate the comments in Webhelp rather than having them appear immediately? I can't figure that out from the docs. Is there a UI for setting table style="page-break-inside: avoid;" in local formatting, the way there is for paragraphs, or do I need to use the text editor?

As I said, "Publish" is not the solution here. That just gives me a second set of output in another location. It doesn't delete the files from the Output directory.
The mandatory \Output directory's just a minor annoyance, I can live with it.

If you are wanting the PDF bookmarks to appear different than in a TOC which is used in other output, I would copy the TOC to temp folder, rename it, and copy it back into the Project/TOC folder. The Back, Forward, print, and add to favorites icons are overlapping in my Webhelp output. It's worse in IE and Firefox than in Chrome. Is there some way to adjust that?
