both are not set for all DIV's.
I think the effect I see is generated because inside the DIV I use only dropdowns. The dropdown is either small, so it is not seen as text floating around the other DIV, or in case it is wide, then it jumps underneath the DIV instead of filling up the available ...

This is not directly an answer to your question, but the generated menu is using the TOC.
If you do not insert any topic in the used TOC then you will not get a menu, so also no menu in the sidebar.

can you define 2 variables, one including the vowel and one without?
You could also copy the sentence so it exists twice and then use a condition to exclude the one that would give the incorrect text.

From this screenshot I see that in column "Multiple" there seems to be a merged cell for record 2 and record 3.
Is this correct?
Can you create this table without this merged cell, if so, and see if this helps?

Flare has a high / steep learning curve.
About the frames I mentioned:
I assumed (and that can be dangerous) that you use a pagelayout for the pages in your document.
The pagelayouts are stored in the Content folder\ Resources \ PageLayouts - there is Default pagelayout.

Hi,
You could also add an additional header frame on the page in the page layout used for the frontpage.
The xhtml part is added when adding content to a frame in a page of the page layout.
So I guess it only works inside frames

So I tried a background-color and that worked.
I now use a stylesheet with a section like this:

Why is there a <p class="dropdownNOindent"> needed?
I use dropdowns throughout complete documents and never have to add a line of code like that.

The language is specified at project level. It can be overruled at the target level, if needed.
There is no need to add this to the <HTML>-tag manually.

No, that does not exist as far as I know. However, there is a "workaround", depending on the used flare version.
If you use flare 9 it will work as expected. But in higher versions of flare it will not work.
