I've tested this with the project open in Flare (8) and opening a file within the project via Windows Explorer. Looks like a bug.

I haven't had to do this since I started using Flare, but with previous projects I put my snippets into one or more topics which allowed me to actually display the content on a web page with the file name as the title, like a glossary. I suppose in Flare you might need to make that a separate ...

If you're using Flare 8, you can use the Zip Project feature on the Project tab for your tag copy.

If this is a one-time need, it would probably be easier to generate a PDF and send it to them.
If this is an ongoing requirement, could you use a mini-toc (which includes the entire toc) as a topic? This would allow the user to use the print linked topics option for the entire Help.

Someone had the same issue last week and it turned out they had spaces in the image name. By chance, does the image name contain spaces?
