It's not a weird thing...
At the risk of arguing semantics, when I set a (non-print) Medium and generate what I consider to be a "non-print" output, e.g., webhelp, the (default) style is used instead of the (non-print) style. That, imho, is weird/strange/unexpected behavior.

I think I found it. Check the Medium menu in the CSS. If it's set to anything but Medium: (default) the output stylesheet does this weird thing where it creates a section:

It should be margin-left of the ul style, but even with a negative value in both the ul and li styles I get a margin. I've tried wrapping the ul in a div with a negative value, too.

To answer my own question, no. There are VB Scripts to generate a report on file properties, but I don't see Flare properties anywhere in the file properties.

When I started using DITA the text editor I had would add a prefix of c_, r_, or t_ to the file name. Since coming over to Flare I've found that I like having that prefix even though I have to add it manually.

Yeah, Flare doesn't work that way. Often, it will overwrite something you've changed and that can be very frustrating. Also, the tool bar is very tricky. Moving the logo to the left took me forever to figure out.

I'm not sure what you're referring to in Word, but there is a Rule feature on the Insert ribbon for horizontal rules. You can also insert a text box with a border along the side or bottom. Or, you can add a class to the <p> tag and use the border properties.

The only way that comes to mind is to set your margin-right for the paragraph tag in your style sheet. You may also have to set this for other styles, too. Unless you can add a blank (clear) image to the right side of your MasterPage, but that might cause some issues with short and long topics ...
