Perhaps the best workaround at this point is to insert the stylesheet reference in the head section of the xml as you suggest. It does seem tedious! I'll do some testing and post back...

The .flprjzip file is an ordinary zip file with a few extra files to give Flare some information about what was zipped. Change the file extension to .zip, and open it as a zip file if you want to. :-)
Note that Flare replaces spaces in filenames with %20, and probably adds some control information ...

Forget that - I don't think it will work. I do have a crumb of hope at the end of this post though.
You can view the stylesheet that's set for an individual topic, either in the topic properties, or for many topics using the File List view. But you can't set it - at least I can't as it is greyed ...

This is only half an answer, as I'm not on my PC at present. But you will need to set specific index styles, rather than assume your paragraph style will do. You will currently be picking up whatever Madcap's default index styles are. Have a look at the help to see the names of the styles you need ...

This isn't a very good answer, I'm afraid, but it's the best I can do.
The default Stylesheet that will be picked up if you specify that for a target will be your project default, which is probably your English one. So that's why that didn't work

It just means that it's all one line of text, without a carriage return in it. So if you viewed your file in a text editor with Word Wrap off, it would be a very long line.
You can experiment by changing the width of the window in Flare, and see more of these appear as the window width decreases ...

This is what I see when I open it. Instead of seeing all my settings and options, with a preview at the bottom, I see a small window on the settings and options, and most of the screen as a preview. Look at how much scrolling is needed to get to all the settings.

Where are you specifying the stylesheet (and medium) to use? In the target, or in the topic itself?

Setting the page layout on a topic in Flare's XML editor only sets what you see in the editor. If you want to set the page layout that is used for a topic in your output, you need to set it as a property on the TOC entry (on the Printed Output tab).

I have IE 11 and both Flare 9 and Flare 10 generate WebHelp and html5 that can be viewed fine in IE 11. Flare 8 didn't.
